Question: Can a young driver with a North Dakota Driving Permit legally drive in Minnesota? How about in other states?
Answer: No, they cannot legally drive in Minnesota. In Minnesota, a nonresident who is at least 15 years old may drive here if they have in their immediate possession a valid driver's license from their home state or country.
