Wadena City Council will provide money for cake for a Wadena 125th anniversary party this summer.
The council authorized to give money from the old June Jubilee fund for the cake about $800 at its May 9 meeting.
Crystal Riddle of Region Five Development Commission is organizing the event, along with Del Moen and David Evert. They sent letters to the City Council requesting money for the birthday cake, drinks, permit from the health department and supplies, such as plates, napkins and forks. Organizers will check to see if the cake can be served in the Burlington Northern Santa Fe depot but plans arent finalized.
The council only approved $800 but it can be used for the cake or other items.
In a letter to the council, the organizers said they would like the party to be Aug. 18 and in collaboration with an Alley Arts recognition event. They would like the event to be in the alley behind the Village Emporium and have food and drinks. The Alley Arts Institute project is designed to tell Minnesotas history on the backs of buildings. Each mural represents a period in Minnesota history.

In other business, the council:
" Approved a joint powers agreement to allow the Wadena Police Department to join Wadena/Hubbard County Emergency Response Unit. Wadena Police Chief Bruce Uselman said his department will utilize the joint powers agreement mostly for training opportunities. Training is already a part of the police departments budget.
" Approved a bid for $8,500 for tennis court resurfacing and $2,000 for resetting net poles. Girl Scout Shelby Paavola presented bids for the resurfacing at the Franklin Avenue tennis courts for her Gold Award project. She has been working with Ron Bucholz, city public works director, and they recommended taking the low bid.
" Approved having DGR Engineers develop a preliminary description of a Supervisor Control and Data Acquisition system for an electric substation for $7,000. The description will include communications architecture, interconnection options, hardware requirements, software requirements and estimated costs for the SCADA system. After the description is completed and planned installation is described, the company will ask the city to approve remaining services for installation.
" Approved a bid of $465,502.98 from National Conductor Constructors for north substation expansion. Before the bid was approved, the City Council discussed a bid specification issue and received an opinion from City Attorney Mark Hansen. National Conductor Constructors was the low bidder and indicated in the bid that a 10 percent bid bond was attached. However, the bid bond attached was actually 5 percent. The issue was whether the submission of a 5 percent bid bond rather than 10 percent bid bond is a material variance or something that can be waived by the city. Bid bonds, while required by the specifications, are not required by Minnesota Statute, Hansen said in a letter. The purpose of a bid bond is to guarantee that the bidder will successfully enter into a contract for the performance of the work with the city if its bid is the lowest. Hansen said the difference in the bid bonds could be considered an irregularity that can be waived.
