Wadena County Highway Engineer Joel Ulring will participate in the International Symposium on Cold Region Development Sept. 25-27 in Tampere, Finland. The conference encourages communication among engineers, scientists, researchers and educators involved in cold region development, he said. Ulring will present case studies on the use of geofoam as a lightweight fill and insulator for road embankment construction. Countries participating in the conference include Finland, Russia, China, Canada and Japan.
The cost for the trip is funded almost entirely by the American Society of Civil Engineers, Ulring informed county commissioners. His time and several meals are the only cost to the county.
