Perham man charged with lewd and lascivious behavior
A 20-year-old man from Perham with two criminal sexual conduct convictions allegedly made inappropriate comments and touched a 17-year-old girl he was dancing with, all in violation of his probation.
Gregory Michael Keppers was spotted with the 17-year-old and a girl who was 16 at the time of the street dance in Nimrod on Sept. 6. Keppers was not supposed to be in the company of any female under 18 as conditions of his release from third-degree criminal sexual conduct convictions from October 2009 and November 2009.
The 17-year-old told investigators Keppers had touched her in the thigh near her genital area and made references to oral sex acts while dancing.
When authorities talked to Keppers, he denied having contact with anyone under the age of "37-40" that night. He also denied drinking alcohol, court records said, but he had a can of beer in his hand when police spotted him and he gave a breath sample that registered 0.054 blood alcohol content.
He was charged Sept. 14 with lewd and lascivious conduct, a gross misdemeanor.
