In accordance with Minnesota Statute 163.07, Subdivision 2, the County Board is required to appoint the County Highway Engineer to a four-year term, specifically in May of that year. Commissioner Ralph Miller recommended and offered a motion to reappoint current Highway Engineer Ryan Odden. The board unanimously voted in favor of the motion, appointing Ryan Odden Wadena County Highway Engineer.


Odden requested board authorization to review and sign construction plans and all other necessary documents relating to the Staples Overpass Project. The project will affect the alignment of Wadena County CSAH 30 and CSAH 34; there will not be any cost to the county of Wadena. It is estimated that the project will open for bids in December and construction is scheduled to begin in March. The county board approved authorization for Odden to review and sign documents as necessary relating to the project.

The Wadena County Highway Department received a grant in the amount of $187,063.50 for a bridge on CSAH 7 over the Red Eye River. The project went out for bids during the week of May 9 and construction is set to begin mid summer.

Wadena County Corrections meal service contract renewed

Wadena County Sheriff Mike Carr, with Aviands representative Dwight Albers, requested approval of a contract renewal for food services for the Wadena County Jail. The board approved the request. Carr informed the board of a possible contracting of the county's canteen service, in an effort to save money and staff time. The county's current service brings in an estimated $2,500, but requires several hours of staff time. Aviands provides this service for corrections facilities, and pays a percentage commission to the county. Preliminary research estimates that the commissions paid to the county would be close to the same as the income currently brought in by the service, while eliminating staff time. Contracts are currently being reviewed and further information is being gathered to bring a final recommendation to the board at a future meeting.

Planning and Zoning moves

Deana Skov recommended board approval a conditional use permit for Christopher and Lacey Erickson to permit an in-home daycare and a permit for Allan D. Horton to permit a salon operation on the property. Both conditional use permit applications were granted. Skov also recommended revocation of the Conditional Use Permit #ZP04-5898, as the person operating the salon on the Horton property is relocating her business from her parcel; the property owner was not in opposition to the revocation and the permit was revoked by vote of the board.

Other board action

The board approved the following:

• A resolution adopting and implementing the Water Management Plan;

• Directing County Attorney Kyra Ladd to send a memo of understanding terminating any and all lease agreements with the city of Wadena and the Baseball Association regarding the baseball fields and grandstands;

• Payment of first half allocation to Kitichigami Regional Library for $45,293.50;

• Payment of board bills.
